Good afternoon!
We’re thrilled to introduce a new newsletter section: Grant Application Deadlines! This addition will spotlight live grant and RFP opportunities in Appalachian states to help ensure funding announcements reach the communities and stakeholders who need them most. We are grateful to Christine Minhee, J.D., founder of OpioidSettlementTracker.com, for sharing this invaluable resource with us. While we will feature opportunities specific to the Appalachian region, Christine’s website tracks these opportunities nationwide. In her own words:
Dearest AOR newsletter readers:
Can you help me share my “Notable Live Opportunities” list of opioid settlement funding announcements?
I track opioid settlement-funded requests for applications (RFAs) and requests for proposals (RFPs) for all 50 + D.C. states every week. And each week, I publish what I find in my Notable Live Opportunities section, which sits beneath that opioid settlement grant portals map I created with the Legal Action Center.
However, I often worry that these announcements — particularly those available to Appalachian states and localities — aren’t reaching the folks who’d need to see them most!
Can you help me circulate these Notable Live Opportunities far and wide? I track announcements nationally, so you can share them with your non-Appalachia colleagues, too. As always, if you see any opportunities I’ve missed, please send me a tip.

State Updates
Kentucky
The Behavioral Health Conditional Dismissal Program, established through Kentucky’s Senate Bill 90 in 2022, has expanded to include new pilot sites in Henry County, Johnson County, Lewis County, Pike County, Russell County, Warren County, and Wayne County. Funded by settlement monies, this program offers individuals facing low-level criminal charges an alternative to incarceration by allowing eligible defendants to receive treatment for substance use and/or mental health.
Oldham County Fiscal Court continued discussions on opioid fund allocations at its Nov. 5 meeting. The court previously approved a proposal to two $50,000 signs. However, questions remain about how much time the signs should specifically dedicate to substance use-related content. The court is working with the Kentucky Opioid Abatement Advisory Commission to clarify this requirement. The Court also heard from Operation Parent about “Trends ‘N Training” (TNT), a one-time drug prevention event held in September, funded with $20,000 grants from Oldham County’s opioid funds and the La Grange City Council. After event expenses, approximately $12,000 remains, with $4,750 approved to purchase drug prevention handbooks for local students.
North Carolina
News reports that Wayne County Commissioners are allocating settlement funds to Wayne County Sheriff’s Office, IMS Correctional Healthcare, Wayne County Health Department, Wayne County Structured Day program, Wayne County Public Schools, the Goldsboro Comprehensive Treatment Center, Wayne Community College, Hope Restorations, 4Day Movement, Hope Center Ministries, Wayne County Day Reporting Center and the Wayne County Coalition for Addiction and Life Management.
An agenda packet for the upcoming Wayne County Board of Commissioners meeting on November 19 shows they will vote on approving an $11,000 allocation of settlement funds to the Eastern Carolina Council (ECC), which will contract with the Recovery Alliance Initiative in partnership with JG Research and Evaluation for collaborative strategic planning and to develop a regional opioid assessment map. The other counties contributing to the $60,000 total project cost include Carteret County at $6,500, Craven County at $9,500, Duplin County at $4,500, Greene County at $2,000, Jones County at $1,000, Lenoir County at $5,000, Onslow County at $19,500, and Pamlico County at $1,000. See agenda packet pp. 206-233 for details.
